So Many Billions the Feds Spent in New Orleans Yet So Much Remains a Wreck a Year After Hurricane Katrina

The conservative estimate is that the federal government alone has spent more than $100 Billion (with a B!) dollars to refurbish New Orleans after Hurricane Katrina barreled in there one year ago. Most of those dollars went to no-bid contracts (the kind the Bushies love most!) and yet New Orleans still remains a big pile of rubble. Why is that?
