Is North Korea Prepping For Second Nuclear Weapon Test?

Supposed spy satellites have picked up increased activity and people near the site of the first reported nuclear weapon test in North Korea, which the U.S. (and a few other countries) believe indicates the Kim Jong-Il crew is getting ready for a second test.

The U.S. isn't playing this any better than Jong-Il has. Reminds me of a paragraph from the latest Maureen Dowd column I referenced earlier:

It’s clear, after all, that the North Koreans are acting immaturely in response to W. acting immaturely. They want attention because the Bush administration inexplicably refuses to talk to them. And they know, in the pre-emptive world ordained by nutty Dick Cheney, that the best way to protect themselves from the fate of Saddam Hussein is to actually go nuclear, rather than merely fantasizing and boasting about it.
While I don't pay much attention to 60 Minutes' Andy Rooney, I notice that his topic last night was the hypocrisy of the U.S. telling other countries they couldn't have nuclear weapons considering we have the most anywhere
